Prior to 2010, Paypal had already been operating in South Africa as it did in a couple of other African countries like Algeria. Gabon, Gambia, Guinea Bissau, Rwanda, Benin, Niger, Kenya, Senegal, Malawi, Tanzania, Namibia and others but with limited services. Paypal users in those areas could only send money to any other Paypal user but this has changed for South Africa as earlier in the year, before the big game, Paypal announced improved services for South Africa allowing users not only to send but also receive money online. I think this extended to all residents of South Africa, including football fans who would be resident in the country for a couple of weeks.
For a South African resident to get on the Paypal network and start enjoying this ability to send and recieve funds, he or she must
Paypal South Africa functions with FNB, a South African bank and so Paypal users can fund and withdraw to their account with FNB via an online banking system.
Benefits of an Improved Paypal service in South Africa- Users can now receive payments online from more than 190 countries
- South Africans can now sell online and receive donations from around the world
- Doing online business will take a new dimension with reduced costs

Paypal also charges certain service fees and this should also be included in the cost of using it in SA. You can get more on this from paypal.com.
