I've been seeing this ads on my blog recently and i really don't know what i would call it. Should i click on it to know if it pays me, but again, i don't want to break the TOS. Why does this ad appear occasionally?

Sure thing. A friend of mine who has a forum initially experienced it and later found out that they were gone. Allow it some time and i think it will go. I don't know if the PPC will be high though. Google adsense is the best thing that has happened to web site owners

I don't think those ads are cute for the webmaster. Those may be third party ads that Google talked about when you are creating your code. One should not hope to get such ads on your site. Alternatively, you could edit your ad settings and make Google set alternate ads for you like adbrite or bidvertiser so that when Google does not have any to display, the alternate ad would show up.
