Who pays tenement rate, landlord or tenent?

It is normally the duty of the landlord but he may decide that tenants pay it. So the best thing for a tenant to do is ask the landlord first if he has paid and then get a copy for their own records. The landlord may however decide that tenants pay it collectively. In that case, tenants should consider that as part of their tenancy costs.
