How to get a credit card that works?

I got this credit card from a Nigerian bank but I was not able to use it to make payment online for a school application since it was rejected and so I decided to get one with a US Address from an agent in Nigeria., a virtual credit card worth $400. But the problem is that this one is still being rejected. I need a credit card that would work anywhere irrespective of my ip or website. How will I be able to get one? I need one that also carries a US address since the form has no provision for Nigerian address.
